The Südpark is a planned park in the Dresden districts of Plauen and Räcknitz, which began in 2019 . The planning area of ​​around 36.5 hectares is limited by the southern development along Nöthnitzer Strasse , Bergstrasse , Kohlenstrasse , Cämmerswalder Strasse, Westendring and Plauenschen Ring as well as Passauer Strasse. The area is characterized by a large difference in altitude of around 40 meters between Kohlenstrasse and Nöthnitzer Strasse.

history

Until 1939

Liepsch's rest (2012)

In contrast to what is shown in the planning documents of the city of Dresden, the development of the area goes back to the 1930s. In 1936, the promenade between the outer Plauen cemetery and Liepschs Ruhe was expanded, with Liepschs Ruhe being built as a bastion that still exists today as a vantage point over Dresden with four linden trees (previously a simple bench). The area to the south (district Plauen) and east of the Westendring (district Räcknitz) was to become further building land in Hohenplauen ; the existing brickworks with their clay pits had ceased operations by 1930.

The steeply sloping terrain was partially terraced and was intended for further residential development, and a “Volkspark” was also to be created. The connection of the track from Plauenschen Ring to Nöthnitzer Straße has also already been leveled. In this context, an approx. 12-15 meter high viewing hill was to be built on the Kohlenstraße. Also in 1939 the filling of the gravel pit on the Kohlenstrasse began, but was not completed.

1939-1991

The Second World War interrupted development in 1939. From 1941 to around 1991, the clay pits were filled with rubble, household waste and ashes. In 1952 they were also filled with demolition material from the clearing of large areas of Dresden by one of the rubble railways. Especially from the Wilsdruffer Vorstadt and the Seevorstadt (West) , i.e. the area between Prager Straße and Freiberger Platz , around 200,000 cubic meters of demolition material were dumped here between January and October 1952 as part of the clearing of rubble after the air raids on Dresden . This also resulted in steep embankments on and in the clay pits that are up to six meters high.

While the area below the Plauen ring was largely used for allotment gardening after 1945, the entire other area in the Plauen district was devastated . In the district of Räcknitz the centuries-old agricultural use remained. Even during the construction of the new building area on Kohlenstrasse in Kleinpestitz in the 1970s and 1980s, the district heating line was routed openly from Nöthnitzer Strasse to the south of Kohlenstrasse through the area, thus promoting further devastation.

After 1991

This did not change significantly after 1991, only the landfills were closed in 1991. Liepsch's rest can no longer be experienced as a vantage point over Dresden, for which it was built in the 1930s, due to the unregulated trees around Westendring and Plauenscher Ring. Even when the tram route from the track loop on Nöthnitzer Straße to Plauenschen Ring was built in 1998/99 (practically in the route planned in 1936) and opened on June 10, 1999, the area remained in a kind of "deep sleep". It was not until 2015 that residential buildings (single-family houses) were built on in a small part of the less-used areas southwest of Passauer Strasse, which was laid out in 1998.

Planning for the south park

Starting situation at the beginning of 2014

The area forested in 2014 (district Plauen) has developed through succession since 1939, partly from 1991 . The re-grown forest is impenetrable and therefore hardly tangible. In the eastern part of the area (Räcknitz district), which was not terraced in the 1930s , fertile arable land with high soil values ​​dominates ; problems with soil erosion occur in heavy rain due to the slope .

The open landscape on the slope offers a good view of Dresden and also serves as a cold air corridor . The quality of stay was (and is currently) poor. The area is therefore mainly used as a thoroughfare: bitumen and paved paths run along the above-ground district heating routes in an east-west direction. The north-south connection exists from Nöthnitzer Straße only to the intersection of the district heating pipes. In 2014, the connection to the coal road was only through arable land.

Planning

In 1990, the first decision was made to establish a development plan to protect the area from wild development. Considerations for a south park, on the other hand, have existed since the first planning in the urban development framework concept from 1992, which was then transferred to the city ​​of Dresden's first (new) zoning plan . The main thing was to keep these areas free from development and to secure green open spaces for the residents.

From 2014, the political bodies demanded and decided to plan a south park with recreational functions. In 2016 the order was given to prepare a feasibility study with analysis and assessment of the area. On this basis, further planning for the development of the south park should and should take place.

This study showed that the south park should not be designed in the classical sense. Based on the idea of ​​a landscape park, the plan is to consciously include the elements of forest, meadows and clearings, agricultural areas, water and water retention areas . The study envisaged both intensive areas that are used for active sporting recreation and extensive areas in which biotope protection is the focus.

The development of the South Park is on the one hand a long-term objective and on the other hand a task that is to be realized in small steps: First of all, the devastation is to be eliminated and first of all the construction of paths in the area.

realization

The start of construction for the project was in 2019 with the first adjustments and, above all, the first construction of a path from Passauer Straße to the already existing north-south connection. This partly follows the tipping tracks of the rubble railway from 1952.
