Süssmuth Commission

Commission report

The Independent Commission on Immigration (UKZu for short; usually after the chairman of the Süssmuth Commission ) was convened on September 12, 2000 by Federal Interior Minister Otto Schily (SPD).

Objectives and consequences of the commission

For the first time, a committee of experts on behalf of the federal government dealt with immigration and integration .

"Germany is in fact a country of immigration, " said the commission at the time, and at the same time spoke out in favor of Germany requiring permanent and temporary immigration for the labor market almost 30 years after the recruitment ban.

After one year of discussion, the commission presented a report in July 2001 with extensive proposals for immigration legislation. Just a few weeks later, the Federal Ministry of the Interior presented the draft bill for an immigration law, which took up some of the proposals made by the Süssmuth Commission. On January 1, 2005, the Immigration Act finally came into force.
