Sabine Thurau

Sabine Thurau (* 1956 ) is a German lawyer , police officer and President of the Hessian State Criminal Police Office .

Career

Thurau occurred in 1974 in the criminal investigation department of the Hessian police one, because at that time women were not used in the police. She was employed there as a clerk for drug and fraud offenses . While on parental leave , Thurau began studying law , which she completed in 1987. In order to be able to begin the required legal traineeship , she was dismissed from the civil service . After completing her legal clerkship with the second state examination at the Frankfurt Regional Court , she was accepted into the judicial service of the State of Hesse. She took on the position of deputy head of the Frankfurt IV prison .

In 1992, Thurau moved back to the Hesse Police Department, where she was transferred to the higher service . She completed a course at the Police Leadership Academy in Münster-Hiltrup , before taking over a commissioner at the Frankfurt am Main police headquarters in 1994 . From 1995 to 1996 she took over the management of the criminal inspection in Hofheim am Taunus . In August 1996 she was seconded to the Hessian Ministry of the Interior , where she held various advisory posts and was also appointed as the equal opportunities officer .

From 2002 to July 2004 she was in charge of the “ Fight against crime” department in the Hessian State Criminal Police Office (HLKA). In August 2004, she returned to the Hessian Ministry of the Interior as a department head. On December 1, 2005 she was appointed Police Vice President of the Frankfurt am Main Police Headquarters.

On March 1, 2010 she was appointed head of the Hessian State Criminal Police Office by the then Hessian Interior Minister Volker Bouffier . She took over from Peter Raisch , who died of a heart attack in January of that year. This appointment has been criticized because of the lack of advertisements from professional associations and unions.

Due to the initiation of an investigation into the suspicion of undecided false testimony , Thurau was temporarily released from her duties as president of the HLKA on November 9, 2010 at her own request. In September 2009, Thurau testified before the Frankfurt District Court in proceedings against an officer of the Frankfurt Police Headquarters accused of fraud charges.

After a ruling by the Frankfurt Regional Court in March 2011 in the legal dispute between the civil servant and the State of Hesse regarding the payment of compensation for pain and suffering, Thurau, as the Frankfurt Police Vice President, announced in a service meeting in front of colleagues in 2006 that this officer was involved in "the most serious criminal machinations and as head of the investigation department will no longer return to the office. ”In the opinion of the regional court, Thurau's representations lacked the necessary consideration for the legitimate interests of the plaintiff and violated his right to social recognition. According to the regional court, the official was stigmatized by Thurau's sentences and his reputation was seriously damaged. Thurau had therefore "prejudged" the officials subordinate to her and violated the presumption of innocence. The court has awarded the plaintiff compensation for pain and suffering. The court has not recognized any further legal violations.

Thurau was decided in June 2011 by the Hessian Minister of the Interior, Boris Rhein , that it had not passed the civil service trial period. The Interior Ministry stated that Thurau can comment on the “non-probation” before the decision is final. The lawyer Thuraus criticized the statement made in this context by Interior Minister Rhein, "A return [from Thurau] to the LKA top is definitely excluded", because of the lack of a hearing as an assertion to be assessed as a prejudice.

On August 19, 2011, Thurau was finally decided by Interior Minister Rhein that she would no longer return to the head of the Hessian State Criminal Police Office. Her term of office ended on September 30, 2011. Thurau appealed this decision to the Wiesbaden Administrative Court and was granted the right. This judgment was confirmed by the Hessian Administrative Court in December 2012 .

Thurau has been back in office since September 25, 2013.
