Protection against sabotage refers to all measures against sabotage . The threat can come from outside as well as from inside perpetrators. The task of sabotage protection is to protect against acts of sabotage vital or defensive facilities, the failure or destruction of which could seriously endanger the health or life of large parts of the population or which are indispensable for the functioning of the community.

Potential internal perpetrators who, because of their knowledge and / or their proximity to the facility, are able to commit acts of sabotage, should be prevented from doing so from the outset by means of sabotage protection. This is to ensure that the functionality of vital and defensive facilities is maintained. In addition, it should be prevented that a possible personal risk of these facilities is realized by an act of sabotage committed by an internal perpetrator.

Preventive personal protection against sabotage

The aim of preventive personal sabotage protection in Germany is to keep potential saboteurs (internal perpetrators) away from security-sensitive areas in order to ensure the protection of vital facilities. These are those whose impairment, due to the inherent operational risk, can seriously endanger the health or life of large parts of the population or which are indispensable for the functioning of the community and whose impairment causes considerable unrest in large parts of the population and thus dangers to the public Security or order. Anyone who is or is to be employed in a security-sensitive position within an institution that is vital to life or defense, or who is or is to be employed within a particularly security-sensitive position of the division of the Federal Ministry of Defense (" military security area "), of a security-sensitive activity ( § 4 para. 4 f. SÜG ). In order to prevent people from or should be employed in such sensitive areas who could pose a security risk, these too are subjected to a security check. Usually this takes place in the area of security protection . The bodies responsible for the security check appoint a sabotage protection officer and a deputy ( Section 3a (2 ) SÜG ). Technical and organizational sabotage protection

Technical and organizational measures for the protection of the various vital or defense-essential facilities defy uniform and effective legal regulation. Therefore they are not covered by the Security Review Act.

Non-public area

Vital facilities in the non-public area are those parts of companies that are tasked with setting up or operating digital radio for authorities and organizations with security tasks or with federal information and communication technology, and whose failure is for setting up or operating digital radio for authorities and organizations with security tasks or the activities of the highest federal authorities as well as their business areas would directly and significantly impair ( § 9a SÜFV ).

In addition, the parts of telecommunications companies that operate technical facilities or systems that can send, transmit, convey, receive, control or monitor electromagnetic or optical signals that can be identified as messages ("telecommunications systems"), the failure of which requires the provision or maintenance of the transmission paths after Post and Telecommunications Assurance Act and parts of companies that operate control centers for the electricity transmission network, the failure of which can significantly impair the supra-regional electricity supply ( Section 10 (1) SÜFV ).

Furthermore, the parts of companies in whose operational area hazardous substances of certain quantities are present, insofar as the operation is not adequately protected against unauthorized interference by organizational or technical measures and this is documented in a safety report ( § 10a SÜFV ).

Finally, the control centers of companies that transport people or goods by rail or subway, as well as those parts of companies in which certain security plans are responsibly drawn up or who have access to these complete security plans ( Section 11 SÜFV ).

Defense-critical facilities

In the non-public sector, defense-critical facilities are those parts of companies that are used directly for the construction, maintenance or repair of defense vehicles, defense equipment or naval ships ( Section 10 (2 ) SÜFV ).
