Knowledgeable resident

A knowledgeable resident (also knowledgeable citizen ) is a municipal committee member with an advisory role.

Legal basis

The municipal ordinances of the individual German federal states define the powers and tasks of the municipal councils . They can set up committees to prepare their resolutions and delegate deliberations to them. The committees generally make recommendations; in some countries ( Baden-Württemberg , Rhineland-Palatinate , Saxony , Saxony-Anhalt and Thuringia ) they can also make their own decisions.

The parliamentary groups of the municipal council appoint the members of the committees from their midst and according to their mandate. In most countries, the municipal regulations also allow the appointment of citizens without a council mandate, but who usually belong to the respective party or electoral group. These "knowledgeable residents", "knowledgeable citizens", "eligible citizens" (in Rhineland-Palatinate) or simply "citizens" ( Schleswig-Holstein ) have an advisory role and sometimes also have voting rights, for example in North Rhine-Westphalia . In some federal states, the number of elected representatives in a committee must exceed that of the advisory residents for the committee to have a quorum.

In the municipal regulations in Bavaria , Hesse , Lower Saxony , Saarland and Bremerhaven there is no role of advisory citizen.
