Vítor Louçã Rabaça Gaspar (born November 9, 1960 ) is a Portuguese economist , university professor and politician .

From June 21, 2011 to July 1, 2013 he was the non-party Minister of State for Finance in the Passos Coelho cabinet . Since then he has been head of the IMF's fiscal policy department .
