Álvaro dos Santos Pereira (born January 7, 1972 in Viseu ) is a Portuguese economist, journalist, novelist and politician. From June 21, 2011 to July 24, 2013, he was head of the Portuguese Ministry of Economy and Labor as part of the Passos Coelho cabinet .

Life

Alvaro Santos Pereira was born on January 7, 1972 in Viseu , northern Portugal . He began his studies of economics at the University of Coimbra , which he graduated in 1995 with the licenciatura that is customary in Portugal , and he did his master's degree at the University of Exeter in 1996 with Mark Blaug . Then Santos Pereira did his doctorate in economics at the Canadian Simon Fraser University until 2003 , his doctoral supervisor was Richard Lipsey .

After completing his studies, he first worked at Simon Fraser University, then between 2000 and 2004 at the University of British Columbia . Between 2004 and 2007, Santos Pereira worked at the University of York , where he lectured in European economics. After his time in York, he returned to Simon Fraser University until 2011.

In addition to his academic career, Santos Pereira was also active in the journalistic field. He has written for various Portuguese newspapers, including as a columnist for Público (2008 to 2011), Diário de Notícias (2005–2006) and Diário Económico (2000–2005). He also wrote for the newspapers Exame , Expresso and Jornal de Notícias . Santos Pereira also published a novel and ran a blog called “Desmitos” until 2011, and he also participated in the blog “The Portuguese Economy”.

On 17 June 2011, the previously suggested in the general election victorious Pedro Passos Coelho Álvaro Santos Pereira in front of his cabinet as a non-party of four ministers. On June 21, 2011, President Cavaco Silva appointed him Minister of Labor, Economy, Transport, Public Buildings and Communication. Due to the desperate budgetary situation in Portugal, Santos Pereira's policy consisted primarily of spending cuts in the transport and construction sectors as well as trying to boost Portuguese exports. Due to the external help for the country, the competencies of the ministry have been severely curtailed. Initially, the competencies for the strategic planning of the use of European funds ( Quadro de Referência Estratégico Nacional ) went to the Ministry of Finance under Vítor Gaspar , the foreign trade promotion to the Ministry of Foreign Affairs under Paulo Portas , the tasks to combat youth unemployment went to the Ministry of Parliamentary Affairs under Miguel Relvas . When some departments within the Passos Coelho cabinet were filled in July 2013, Santos Pereira lost his government office. António Pires de Lima , his successor as Minister of Economics, was one of the greatest critics of his policies. Pedro Mota Soares , Minister for Solidarity and Social Security, took over the labor portfolio .
