Miguel Fernando Cassola de Miranda Relvas (born September 5, 1961 in Lisbon ) is a Portuguese politician ( PSD ) and was Minister for Parliamentary Affairs in the Passos Coelho cabinet from June 21, 2011 to April 13, 2013 .

Life

Miguel Relvas was born in Lisbon on September 5, 1961, but lived with his family until 1974 in what was then the overseas province of Portuguese West Africa , now Angola . His two brothers (* 1963 and * 1966) were born in Luanda. After the Carnation Revolution in 1974 the family returned to Lisbon, Relvas attended school in Tomar .

academic career

Relvas enrolled in 1984 to study law at the private Free University of Lisbon , but dropped out after a year and switched to studying history, which he also dropped out after a year.

In 1995 Relvas enrolled at the Universidade Lusíada for the degree in International Relations , but did not attend a course. Since he owed the university 160,272 Escudos (around 800 euros) in tuition fees the following year and did not pay them, the university exmatriculated him.

In 2006 he enrolled at the also private Universidade Lusófona to study political science and international relations. He finished his studies with a licenciatura that is customary in Portugal after just one year. The university credited him for his various political offices, at the same time students at the university say they have never seen him at the institution. Furthermore, he was credited with courses that were not offered at the university in the two semesters.

On July 30, 2016, a Lisbon court annulled Relvas licenciatura .

Political career

Miguel Relvas joined the Portuguese Social Democrats early on, from 1987 to 1989 he was chairman of the social democratic youth organization Juventude Social Democrata .

In the 1985 parliamentary elections , he won a mandate for the first time in the Assembleia da República in the Santarém constituency (IV legislative period). He also ran for all subsequent elections ( 1987 , 1991 , 1995 , 1999 , 2002 and 2005 ) and won the mandate in the same constituency each time until 2005. In the 2009 election , the PSD lost the mandate to the Socialists , but Relvas won it again in 2011 . Currently, however, he has to put this on hold due to his government office (see below).

In his party he was also general secretary from 2004/2005 and from March 2010 to June 2011, from 2006 to 2008 deputy head of the Instituto Francisco Sá Carneiro and from 1999 to 2002 member of the board of the PSD. He also held numerous other offices and mandates, including from 1997 to 2012 Relvas was chairman of the city assembly ( Assembleia Municipal ) of Tomar , where he was elected to the city assembly in 1997, 2001, 2002, 2005 and 2009. Between 1997 and 2012 Relvas was chairman of the Templars' tourism region ( Região de Turismo dos Templários , i.e. Middle Tagus).

His first government office was in the Durão Barroso cabinet (2002-2004) as State Secretary in the Ministry of the Interior, he was responsible for local self-government. He took up his next office seven years later after Pedro Passos Coelho , who had previously won the parliamentary elections , proposed Relvas as one of four social democratic ministers for his cabinet on June 17, 2011. On June 21, 2011, President Cavaco Silva appointed him Assistant Minister for Parliamentary Affairs ( Ministro Adjunto e dos Assuntos Parlamentares ).

Before his current government office, Relvas had already taken early retirement and received a monthly pension of around 14,000 euros in 2011. However, this is currently paused due to his government office. Furthermore, due to his duties in the civil service, he received a pension of 2800 euros, which is currently also on pause.

In 2011, Relvas became Assistant to the Prime Minister and Minister for Parliamentary Affairs in the Passos Coelho cabinet . In this role he was responsible for the administrative reorganization in Portugal in 2013 . The draft law that he introduced remained exposed to violent protests in parliament and in public until it was passed. After a series of allegations and revelations about inconsistencies in his academic career and its various references, Relvas finally resigned on April 4, 2013.

Private

Miguel Relvas was married for 23 years and had a daughter from this marriage. The marriage was divorced in 2011. On October 25, 2013 he married the 36-year-old Marta Sousa, the former press spokeswoman for Prime Minister Passos Coelho. He was one of the 200 invited guests at the civil wedding with media coverage.

Relvas is a member of the Masonic Lodge Grande Oriente Lusitano .
