Santa Rosa (also called Santa Rosa del Toay or Santa Rosa de Toay ) is the capital of the La Pampa province in central Argentina . It has 103,241 inhabitants (2010 census) and is located in the middle of the Pampa plain.
The city was founded in 1892 by Tomás Mason . It did not develop into a relatively important agro-industrial center until the second half of the 20th century, but it is still one of the smallest provincial capitals of Argentina, after Rawson , Ushuaia and Viedma . Nevertheless, a little more than a quarter of the provincial population lives here.
