School development planning

Of school development planning is when school authorities therefore government, education authorities and school boards as independent cities or counties or other their administrative body superior body, long-term planning for the need-based development of educational offers up in its fields of competence. In Germany, such legally compulsory planning tasks have their legal basis in state laws (school laws of the states) and can therefore vary from state to state. School development plans can become legally binding through the responsible community councils or district councils after a resolution has been passed . In the German city-states, school development planning is a matter for the state administration.

The aim of the municipal school development planning in the external school administration is to secure the required school space in accordance with guidelines and to provide the material resources (equipment, teaching and learning materials) in order to enable an efficient school system. The design of the school offer is also the responsibility of the school administration: the necessary buildings and material resources must be available in good time for lessons. The necessary investments and organizational measures are to be recognized in advance by means of forecasts of the expected changes in the number of pupils based on the official school statistics and the population register data in order to initiate development processes in good time.
