The German Disabled ID Ordinance is a statutory ordinance of the Federal Government . It regulates the appearance and design of the severely handicapped ID .

With the Fourth Ordinance for the Implementation of the Severely Disabled Persons Act of May 15, 1981, the appearance of ID cards for severely disabled persons was standardized for the first time in the whole of Germany. Before that, each pension office issued its own severely handicapped ID cards, which caused considerable difficulties for severely handicapped people in cross-border traffic. Old severely disabled ID cards issued before the ordinance came into force could be extended until December 31, 1985 at the latest.

When SGB ​​IX came into force on July 1, 2001, the ordinance was given the heading Severely Disabled ID Ordinance .

The severely handicapped ID card is issued according to sample 1 printed in the annex to the SchwbAwV. This contains the appearance of the old, paper handicapped ID card (expiring). Sample 2 contains the appearance of the supplement to the ID card for severely disabled persons who can claim free transport , sample 3 the appearance of a token for the supplement, sample 4 regulates the ID card for war invalids residing outside the Federal Republic of Germany who continue to be entitled to Are entitled to use free transport. After the abolition of the local traffic restrictions, sample 5 contains the severely handicapped ID card in credit card format, which has been issued since January 1, 2013.

In addition, the ordinance regulates which features a severely disabled ID card can contain. The individual marks are listed in §§ 2, 3 SchwbAwV.

The severely disabled person's pass is valid for a maximum of five years. If a significant change in the health conditions that were decisive for the determination is not expected, the ID card can be issued for an unlimited period. For children under 10 years of age, the period of validity is limited to the age of 10, for adolescents between the ages of 10 and 15 to the age of 20. In the case of non-German severely disabled people, the period of validity is tied to the time limit in the residence permit or work permit .
