Silvano Barba González

Silvano Barba González (born November 29, 1895 in Valle de Guadalupe , Jalisco , † December 14, 1967 ) was a Mexican politician of the Partido Nacional Revolucionario (PNR), the Partido de la Revolución Mexicana (PRM) and the Partido Revolucionario Institucional that emerged from it (PRI), who was governor of the state of Jalisco between 1926 and 1927 and again from 1939 to 1943 . In the meantime, he was also Interior Minister ( Secretarío de Gobernación ) from 1935 to 1936 and later a member of the Senate (Senado de México) between 1952 and 1958 .

Life

Lawyer, Governor of Jalisco and MP

Barba González, descendant of a family of large landowners, first attended the Catholic primary schools in Tepatitlán and San Juan de los Lagos as well as the secondary school in Guadalajara . After studying law at the Universidad de Guadalajara , he took up a position as a lawyer in October 1920 . He was involved in the Catholic youth movement ACJM (Asociación Católica de la Juventud Mexicana) and was a co-founder of the Liberal Party of Jalisco (Partido Liberal Jaliciense) , which he represented on the city council of Guadalajara between 1921 and 1924. As such, he supported José Guadalupe Zuno , who was governor of Jalisco between 1923 and 1926, and was appointed by this attorney general (Procurador general de Justicia) and secretary general of the government of this state in 1925 .

On July 29, 1926, Barba González succeeded Clemente Sepúlveda himself as acting governor of Jalisco and held the office until his replacement by Luis R. Castillo until February 28, 1927. During this time there was a conflict with the Catholic Church when he tried to legislate the number of priests in the state. In the parliamentary elections in 1928 he was elected a member of the House of Representatives (Cámara de Diputados) and represented the constituency of Jalisco VIII in this . During his membership in parliament he was a member of the committees for foreign affairs, for post and telegraphy as well as for migration and between 1928 and 1929 rector of the Universidad de Guadalajara.

Home Secretary, Party Leader and Senator

After Lázaro Cárdenas del Río became chairman of the National Revolutionary Party PNR ( Partido Nacional Revolucionario ) , he became head of its office and after Cardenas was nominated as a candidate for the PNR for the 1934 presidential election, his private secretary. After Cardenas was elected president , Barba González was first head of the Labor Office (Departamento de Trabajo) in 1934 , from which the Ministry of Labor and Social Welfare STPS ( Secretaría del Trabajo y Previsión Social ) emerged in 1941 . Then he took over on June 18, 1935 from Juan de Dios Bojórquez the office of Minister of the Interior ( Secretarío de Gobernación ) and held this until August 20, 1936, after which he was replaced by Silvestre Guerrero . Subsequently, he was the last chairman of the PNR from August 20, 1936 to April 2, 1938, before it was renamed the Party of the Mexican Revolution PRM (Partido de la Revolución Mexicana) in 1938 .

On March 1, 1939, Barba González replaced Miguel Guevara as governor of Jalisco and remained in this position until he was replaced by Victor Prieto on February 28, 1943. After that, in 1944, President Manuel Ávila Camacho made him head of the agricultural affairs department Settlement (Departamento de Asuntos Agrarios y Colonización) , from which the Ministry of Agrarian Reforms SRA ( Secretaría de la Reforma Agraria ) emerged in 1975 , and held the office until the end of Ávila Camacho's tenure in 1946.

In the general election in 1952 he was elected a member of the Senate (Senado de México) , to which he belonged until 1958 and in which he represented the interests of Jalisco. From 1958 and 1965 he was head of the honor and justice commission of the party of the institutionalized revolution, PRI ( Partido Revolucionario Institucional ), which emerged from the PRM in 1946 . He was most recently political advisor to President Gustavo Díaz Ordaz between 1965 and his death in 1967 .
