Silvia Liebaug (* 1958 in Christes ) is a German administrative lawyer . She was the ombudsman of the Free State of Thuringia and previously its state data protection officer .

After completing vocational training as a skilled worker for systems engineering with a high school diploma in 1978, Liebaug studied law in the business law department at the Martin Luther University in Halle-Wittenberg until 1982 . After graduating as a lawyer , she worked as a legal advisor in business. In May 1990 she was elected district administrator for the district of Suhl .

From March 1994 to the end of February 2006, Liebaug was the state data protection officer for the Free State of Thuringia . Her successor was Harald Stauch , who was elected by the Thuringian state parliament on January 26, 2006.

On June 22, 2007, Liebaug was elected ombudsman by the Thuringian state parliament for a period of six years. In June 2013 she was originally supposed to be re-elected at the suggestion of the CDU parliamentary group, but she was unable to achieve the necessary majority in two ballots. Until the final election, the deputy ombudsman Anne Debus temporarily headed the office. On November 21, 2013, Kurt Herzberg was finally elected as the new ombudsman.

Liebaug is widowed and has a son.
