The Siremar (Sicilia Regionale Marittima) is an Italian ferry company based in Palermo , which serves the former post ship lines to the smaller islands around Sicily.

history

The Siremar in 1975 as a successor of companies Sirena and Navisarma established to ferry transport to the smaller islands around Sicily sure. Since its inception, the company has been a subsidiary of the Tirrenia di Navigazione state line , which initially held 51% of Siremar's capital. The Italian state has heavily subsidized the ferry routes to the islands in all regions for decades; in 1994 the subsidy was 55 billion lire and in 2009, a year before privatization, it was 60 million euros with a turnover of around 100 million euros. When the EU asked for larger public contracts to be put out to tender in the future (which also included the so-called territorial continuity , i.e. ferry lines commissioned by the state), the Italian state decided to privatize the previously state-owned Tirrenia and its daughters. The state-determined and guaranteed ferry lines were originally supposed to expire at the end of 2008; however, this was extended twice during the privatization process, finally until the end of 2010. In preparation for the liberalization of the market, Tirrenia took over 100% of Siremar and the other regional ferry lines in 2009. In the same year the state decided to transfer the regional lines to the respective regions, which should then carry out the privatization on their own. The Sicily region was the only one to refuse the transfer, with the result that Tirrenia and Siremar were eventually privatized together.

Predecessor company

After the Second World War, ferry traffic was initially resumed with steamships from the pre-war period. On January 1, 1954, the newly founded took Navisarma from Messina to traffic to the Aeolian Islands, while the other islands of the Si.Re.Na were served. These state-subsidized ferry services were put out to tender under the Postal Services Act of 1953. In 1974 Si.Re.Na took over all services previously offered by Naivsarma. In 1975 all services were then transferred to the newly established SIREMAR regional line, which initially took over most of the ships.

On August 5, 2010, Tirrenia and its only remaining subsidiary filed for bankruptcy. The competent court states in its report u. a. the following causes for the financial problems:

  • The personnel costs of the state-owned shipping companies have been significantly higher in recent years than those of the competing private lines
  • Tirrenia and its subsidiary could not react quickly enough to changes in the market because of the prices contractually agreed with the state
  • The decision to modernize the fleet of the Tirrenia and the Siremar with very fast high-speed craft led to high investments in the order of 1 billion euros with correspondingly high financing costs
  • shortly after the new high-speed ferries went into service, fuel costs exploded by a total of € 270 per ton, while capacity utilization fell due to the economic crisis and increasing private competition

privatization

In 2011 the company was sold and is currently owned by Compagnia delle Isole , in which the Sicily region as well as regional companies and the Lauro Group from Naples hold shares . In 2014, the Regional Administrative Court of Lazio (TAR Lazio) ruled that the tender for privatization was incorrect and must be repeated.
