The espionage case Zhao Jianmin ( Chinese 趙健民 特務 案 / 赵健民 特务 案 ) was an espionage case invented by the communist government of China in Yunnan Province . The case was used as a pretext during the Cultural Revolution to persecute more than 1.387 million people, representing 6% of the total population in Yunnan at the time. From 1968 to 1969, more than 17,000 people died in a government-sponsored massacre, while 61,000 people were seriously injured, leaving them disabled for the rest of their lives. In Kunming (the capital of Yunnan) alone , 1,473 people were killed and 9,661 people were crippled for life.

After the Cultural Revolution, the politician Zhao Jianmin was officially rehabilitated during the " Boluan Fanzheng " period and was subsequently deputy director of the so-called "Third Ministry of Mechanical Engineering (第三 机械 工业 部)".

In March 1967, Zhao Jianmin (赵健民), the then Communist Party Secretary of Yunnan Province, personally suggested to Kang Sheng that the Communist Party of China (CPC) solve the problems of the Cultural Revolution in a democratic way without receiving an immediate response. Kang Sheng then made a secret report on Zhao to Mao Zedong, claiming that Zhao was against the CPC Central Committee , Chairman Mao, and the Cultural Revolution.

In August 1967, the " Outstanding Leader " Mao Zedong and the Central Committee of the CPC allowed the national and local media to publicly criticize capitalist "roaders" (走资派; zou zi pai ) among the top provincial officials in China. A total of 55 high-ranking officials were criticized, including Zhao Jianmin.

The purge

In 1968, Kang Sheng and his allies called Zhao Jianmin a " Kuomintang spy (KMT)" and a "traitor". He was also seen as one of the "local representatives" of Liu Shaoqi , the 2nd President of China , who was persecuted to death in 1969 as a "traitor" and a capitalist "roader". Zhao was then detained for 8 years.

At the same time, members of the fictitious "Zhao Jianmin KMT Spy Agency" were searched and purged in Yunnan, and more than 1.38 million civilians and officials were arrested, persecuted and, in some cases, mutilated.

Tan Furen (谭 甫 仁), Lieutenant General of the People's Liberation Army , was appointed by Mao Zedong and the CPC Central Committee to carry out the purge. However, on December 17, 1970, Tan Furen and his wife were murdered at the behest of the party leadership.
