Review of Federal Minister Schavan's dissertation
In May 2012, the doctoral committee of the Philosophical Faculty of the University of Düsseldorf was entrusted with the review of plagiarism allegations against Federal Education Minister Annette Schavan . A report prepared by Rohrbacher came to the conclusion that a “plagiarism” as well as “leading intention to deceive” could be identified in the dissertation . The report, which was prematurely leaked to the media, sparked heated controversy among the public. The President of the Humboldt Foundation, Helmut Schwarz , criticized the fact that the examination committee had not commissioned any external persons to review the dissertation. On the other hand, the President of the German University Association, Bernhard Kempen, turned against "objectively unjustified objections and procedural recommendations from politics and parts of science" and declared the report to be not discredited. The personal statements of individuals against Rohrbacher's report and the actions of the Heinrich Heine University did not change anything in the legal validity of the procedure for the revocation of Schavan's doctorate; Schavan's subsequent action to challenge the university's decision also failed in court, as no procedural errors could be found. In addition, the plagiarism findings and their assessment by Rohrbacher in the judicial review were confirmed without exception.
