Stepan Iwanowitsch Schutkin ( Russian Степан Иванович Шуткин ; born October 31, 1937 in Budjonnowka, Kazakh SSR ) is a Kazakh lawyer .

Life

Stepan Schutkin was born in 1937 in the village of Budyonnovka in eastern Kazakhstan . Between 1956 and 1959 he did military service in the Soviet army . In 1964 he graduated from the Law Faculty of the Kazakh Kirov State University .

After graduating, he became the prosecutor of the Leninsky District (now Shetissu) of the city of Alma-Ata . From 1970 to 1972 he worked for the Public Prosecutor of the Kazakh SSR before he was again prosecutor of the Leninsky District for ten years. From June 21, 1982, Shutkin was an instructor at the Central Committee of the Communist Party of Kazakhstan, and from 1983 to 1987 he held the post of Prosecutor of the city of Alma-Ata. In 1987 he was briefly employed again at the Public Prosecutor's Office of the Kazakh SSR, where he dealt with the monitoring and implementation of traffic laws. From 1987 to 1990 he headed the public prosecutor's office for the Moskovsky district in Alma-Ata.

After Kazakhstan's independence, Shutkin held positions in the highest positions in the state. From February 1990 he was initially on the Council of Ministers of the Kazakh SSR and a few months later head of the legal department of the administration of the President and the Cabinet of Ministers of Kazakhstan. In 1995 he was promoted to deputy head of government staff and the following year he became head of government staff. From October 1996 to November 4, 1997, he held the post of Attorney General of Kazakhstan.
