Sukhan Babaev

Suchan Babajewewitsch Babayev ( Russian Бабаев, Сухан Бабаевич ; born December 12 . Jul / 25. December  1910 greg. In Oblast Transcaspia, Russian Empire ; † 28. November 1995 ) was a Soviet - Turkmen politician of the Communist Party of the Soviet Union (CPSU) who was First Secretary of the Communist Party of the Turkmen SSR from 1951 to 1958 .

Life

Suchan Babajewitsch Babajew graduated from the University of Water Management in Tashkent and between 1931 and 1939 was the head of the various water authorities in the Turkmen SSR on the Murgab . During this time he became a member of the Communist Party of the Soviet Union (CPSU) in 1939 and between 1939 and 1940 served as the head of the water authority of Maryjskaya Oblast . On November 23, 1939, he was awarded the Badge of Honor of the Soviet Union for his outstanding services in agriculture and the overachievement of basic plans in agriculture, especially in the production of cotton and livestock . Subsequently, between 1940 and 1941 he was initially Deputy People's Commissar for Water Management in the Council of People's Commissars of the Turkmen Soviet Socialist Republic and then in 1941 both Deputy Chairman of the Council of People's Commissars of the Turkmen Soviet Socialist Republic and People's Commissar for State Control.

After Babayev had completed his studies at the party college of the CPSU between 1941 and 1943 , he was first secretary of the party committee of the Chardschouskaya Oblast from March 1943 to November 1945 after his return . He was awarded the Order of the Red Labor Banner in December 1944 for his services to the development of agriculture, local industry, art and culture . He then replaced Aytbay Hudaybergenow as Chairman of the Council of People's Commissars on October 17, 1945 , and from March 15, 1946, held the post of Prime Minister of the Turkmen SSR under the name of Chairman of the Council of Ministers. In this position he was succeeded on July 14, 1951 by Balysch Owesow . In 1946 he also became a member of the Central Committee (ZK) and the Presidium of the Central Committee of the Turkmen SSR and was a member of these bodies until December 14, 1958. In addition, he was a deputy of the Supreme Soviet of the USSR between 1946 and 1962 . He was awarded the Order of Lenin for the first time on April 11, 1947 for his services in the development of agriculture and the fulfillment of the 1946 annual plan in the field of agricultural products .

On June 28, 1951, Sukhan Babayev took over the post of First Secretary of the Central Committee of the Communist Party of the Turkmen SSR as the successor to Shajah Batyrov by resolution of the 4th Plenum of the Central Committee (June 27 to 28, 1951) . He held this position until the decision of the 4th Plenum of the Central Committee on December 14, 1958, after which Dschuma Durdy Karajew took his place. On the XIX. At the CPSU party congress (October 5-14, 1952) he was also elected a member of the CPSU Central Committee, to which he was re-elected at the XX CPSU party congress (February 14-25, 1956) until December 19, 1958, when he lost this position at a plenum of the CPSU Central Committee (December 15-19, 1958). In the course of his political career he was awarded the Order of Lenin and the Order of the Red Star three more times .

After losing his partisan top jobs Babayev was in December 1958 Chairman of the collective farm Kazandschik in Ashkhabad Oblast.
