Taieb Baccouche ( Arabic الطيب البكوش, DMG aṭ-Ṭaiyib al-Bakkūš ; * April 13, 1944 in Jemmel ) is a Tunisian politician ( Nidaa Tounes ) and since May 5, 2016 Secretary General of the Union of the Arab Maghreb . From January 6, 2015 to January 11, 2016, the linguist was Tunisia's foreign minister and from January to December 2011, education minister and spokesman for the transitional government after the 2011 revolution .

Life

After graduating from high school in 1963/64, he studied linguistics in Tunis and at the Sorbonne in Paris with degrees in 1966 and 1968, where he also qualified as a professor in 1980 (“doctorat d'État)”. From 1969 to 2004 Baccouche was a research associate, lecturer and professor at various Tunisian universities. As a linguist, he published 20 independent and 50 dependent works and was chairman of the Tunisian linguists' association from 1995 to 2002. He has also published on human rights policy in Arabic and French. He began his political activities in the 1970s as general secretary of the national union for universities and scientific research and the national education association in Tunisia. After he had been Secretary General of the Union Générale Tunisienne du Travail (UGTT) from 1981 to 1984 and published the newspaper Echaab from 1981 to 1985 , he moved to the Menzehs-Manars section of the Tunisian League for Human Rights as President and was President from 1998 to 2011 of the Institut Arabe des Droits de l'Homme .

From January 17 to December 24, 2011, Baccouche was Tunisian Minister of Education after the revolution in Tunisia 2010/2011 in the transitional governments of Ghannouchi II and Essebsi . He left office with the establishment of the first government to emerge from a democratic election, the Jebali cabinet led by the moderate Islamic Ennahda party . Subsequently, Baccouche became involved in the secular political opposition and, under the leadership of Beji Caid Essebsi , co-founded the secular collection movement Nidaa Tounes (reputation of Tunisia) on June 30, 2012 . He is considered a representative of the left wing and became its general secretary on July 29, 2012. Nidaa Tounes won the first democratic parliamentary election in Tunisia in 2014 . He was proposed as the new Foreign Minister of Tunisia by Prime Minister-designate Habib Essid on January 23, 2015, and was in office as part of the Essid cabinet from February 5, 2015 . In the course of a cabinet reshuffle, Baccouche was replaced as Foreign Minister on January 12, 2016 by career diplomat Khemaies Jhinaoui . In the press, Baccouche's replacement was described as foreseeable and justified by the fact that he was content with managing day-to-day business and had little charisma or international effectiveness. At the initiative of the Tunisian President Essebsi, Baccouche was appointed Secretary General of the Tunis-based Union of the Arab Maghreb on May 5, 2016 , after being nominated on April 5. Baccouche is considered a political heavyweight.
