Tagdyr eV is a fund founded by Armangul Kapasheva and Sholpan Khasenova on December 10, 2008 with funding from the Kazakh government to investigate the whereabouts of their husbands. This is a front organization of the Kazakh secret service KNB , whose aim, according to its own statements, is to hold the main accused, Rachat Aliyev, accountable. With his death under suspicious circumstances in an Austrian prison in February 2015, this purpose of the association ceased.

In February 2007 the two Nurbank managers Zholdas Timraliev and Aibar Khasenov disappeared without a trace. Their bodies were discovered in May 2011. In January 2008 and March 2008, Aliyev was sentenced to 20 years in prison in Kazakhstan for founding a mafia-like association and planning a coup. Since Aliyev was deployed as ambassador to Austria at this time and an extradition was refused by Austria, the judgments could not be carried out. In July 2011, the Austrian public prosecutor took action after the allegations against Aliyew had been confirmed after the alleged victims had been found. After the judicial rejection of the second extradition request, legal remedies were waived due to hopelessness, although the Kazakh side demanded that the matter be continued. As early as 2009, an investigative committee of the Austrian parliament clarified that Kazakhstan was exerting massive pressure on politicians and media representatives to bring Aliyev, alienated from President Nazarbayev, back to Kazakhstan.

The Tagdyr association calls on the Kazakh public prosecutor's office to continue investigating until there is a concrete charge, to ensure the presence of all suspects at the negotiations, to issue a Europe-wide arrest warrant against Rakhat Aliyev and to impose pre-trial detention in Austria for Wadim Koshlyak, Alnur Mousayev, Tulgen Imaschew and Viktor Sapozhnikow. The Austrian law enforcement authorities and judiciary, which have already twice refused to extradite Aliyev, now share his view that the association is a front organization of the Kazakh secret service, which was initiated by the estranged former father-in-law of the "accused", the Kazakh dictator Nursultan Nazarbayev was established for public relations purposes .

International attention

2013 has so far been the highlight of the international media campaign around the Aliyev cause . For example, the former German interior minister and lawyer, Otto Schily , demanded an arrest warrant for Rakhat Aliyev, who is now called Rakhat Shoraz after his wife . Also the Congressman Brad Sherman has taken action and calls on the European Commission to work towards further investigations and this advance as quickly as possible. The lawyer Gabriel Lansky has proven financial interests in Kazakhstan, Otto Schily, who appears as a paid advisor to the law firm, is known to the public because of numerous conflicts of interest .
