Tall Rifaat is equated with the ancient oriental Arpad and was in the 9th century BC. The capital of the short-lived neo-Hittite state of Bit Agusi.

During the Syrian civil war , the entire area from Aleppo to the Turkish border had slipped away from the Syrian regime and Tall Rifaat was in the possession of various insurgent groups. In February 2016, the Syrian army was able to cut off Aleppo from the north near Nubl and az-Zahra ' . At the same time, the Syrian Democratic Forces (SDF) started an offensive from Afrin in the west. Tall Rifaat was under the control of the Islamic Front until mid-February 2016, and on February 15 it was captured by the SDF.

Turkish President Recep Tayyip Erdoğan announced at the end of March 2018 that he and his troops from the Turkish military offensive against Afrin also wanted to conquer Tall Rifaat.
