Tamrat Samuel (born September 30, 1952 ) is an Eritrean diplomat at the United Nations .

Career

Samuel holds a Bachelor of Law degree from Addis Ababa University and a Masters degree in International Law from New York University .

Samuel has worked for the United Nations since 1983 and has worked there in various functions in Asia and Oceania for the Department of Political Affairs since the early 1990s. From 1992 to 2000 he was responsible for questions relating to East Timor for the office of the Secretary General . From 1994 to 1998 he organized and moderated five rounds of the all-encompassing Inner-East Timorese dialogue. Samuel contributed to the drafting of the May 5, 1999 agreement between Portugal and Indonesia on the future of East Timor. During the 1999 independence referendum in East Timor , Samuel headed the office of the United Nations Mission in East Timor (UNAMET) in Jakarta .

In 2003, Samuel became Senior Political Affairs Officer for the South Asia Region in the Political Affairs Division . He worked centrally on the conception and operationalization of the efforts of the United Nations to resolve the conflict in Nepal . This was carried out by the Special Representative of the Secretary General for Nepal and Head of the United Nations Political Mission in Nepal (UNMIN), Ian Martin , who had previously worked with Samuel in East Timor. From 2007 to 2008, Samuel was Deputy Special Envoy for Nepal.

From 2009 to 2012, Samuel was Director of Asia and Pacific in the Political Affairs Department. From 2012 to 2013 he was Deputy Special Representative of the Secretary General in Liberia . In 2017, UN Secretary General António Guterres commissioned Samuel to lead the internal evaluation of the United Nations peace and security strategy, in terms of its function and architecture.

Until October 2, 2018 acted as Samuel office Executive Officer of the United Nations offices in Kenya Nairobi (UNON).
