The terminal i transportit publicized Tirana ( Albanian for terminal of public transport , english Public Transport Terminal , PTT) is the planned railway station and bus station of the Albanian capital Tirana .

Since January 2020, the area has been used as an improvised bus station for part of the national traffic.

location

The land on which the PTT is to be built in 2014

An area in the Lapraka district on the north-western edge of the city is planned for the planned public transport hub . It is located on the railway line from Durrës to Tirana of the Hekurudha Shqiptare and the axis of incidence SH1 coming from the north . The end of the Durrës motorway (SH2) is just south of the site. From there one of the most important axes of incidence (Rruga Dritan Hoxha, Rruga e Durrësit) leads to the city center.

The area has an area of 8.5 hectares.

It's around four kilometers from the PTT to the old train station.

City and traffic planning

Tirana never had a central bus station. For a long time, buses ran from different squares and streets scattered across the city. After 2015, various bus terminals were set up for international buses, for buses to south and south-east Bania, but some of them are far apart. These departure points are mostly just simple parking areas and hardly have any facilities for travelers.

To improve public transport in the city and inner-city transport in general, the city of Tirana planned several measures in collaboration with the European Bank for Reconstruction and Development and the state government. This included the construction of a new boulevard as an extension of the Bulevardi Zogu i Parë to develop the districts and suburbs in the north, a new public transport terminal on the northwestern outskirts and two tram lines . An approximately ten kilometer long tram is to run on a west-east axis through the whole city, the other from the PTT for around seven kilometers to Mutter-Teresa-Platz at the southern end of the city center.

On September 2, 2013, Tirana station was closed to both passenger and freight traffic as it was supposed to be demolished to make way for the new boulevard. The tracks and facilities of the Durrës railway line, which opened in 1949, were quickly removed over the last few kilometers, and the station building remained standing for a while. Initially, rail traffic between Tirana and Vora was suspended, later trains went to the train station in the suburb of Kashar , around three and a half kilometers west of the planned PTT.

The replacement of the railway and the construction of the PTT were delayed. In 2016 it was announced that the European Bank for Reconstruction and Development intended to grant Albania a loan for the renewal of the Tirana – Durrës railway line and for the construction of a seven and a half kilometer feeder to Tirana Airport, which will connect the airport to local transport via the PTT should be connected in Tirana. The costs are estimated at around € 82 million. The government promised to open the new line in 2019. At the end of 2019, however, the construction work on the railway line had only been tendered ; the costs were given as € 92 million. The PTT is not directly part of this project.

Planned terminal

Concepts from 2012 planned a terminal for the railroad as well as international and national bus transport with transfer options to local transport, taxis and a tram connection to be built . Originally, the opening should have taken place in 2015. However, due to a change of political power at the local and national level, the project was severely delayed.

The city in 2016 Tirana issued a public tender for the construction, operation and maintenance of the terminal. A concession or public-private partnership was planned for a period of 15 to 35 years. The operator may levy usage fees for buses, parking fees and rental of shops. A hotel is also planned.

The original concept expected 60,000 passengers at the opening and 200,000 to 220,000 passengers in 2035. Buildings for the passengers, an access road from the roundabout on SH1 to the bus platforms, taxi stands and stopping areas for private traffic as well as a bus garage are planned. In early planning, 106 bus parking spaces, almost 50 parking spaces for minibuses and a public parking lot for 100 vehicles were provided.

In 2018 media reported that a contract had been reached with a concessionaire. The concession period is 33 years. It was also announced that construction on the terminal would start now. The construction was still delayed. But even almost a year later, there was no evidence of construction work on the area.

Current usage

At the beginning of January 2020, the existing bus stations for buses to southern Albania (Terminali i Autobusave të Jugut) and northern Albania had to be relocated due to construction work on the “Shqiponja” square. For this purpose, part of the PTT area was paved and has since been used as an improvised bus station.
