Thomas Michael Baier
Thomas Michael Baier (born May 8, 1950 in Vienna ) is an Austrian diplomat .
Life
Thomas M. Baier studied law at the University of Vienna and entered the diplomatic service after completing his doctorate.
Baier did his first international service in 1979 at the embassy in Rome (Italy) and in 1981 in Baghdad (Iraq) . From 1983 he worked again at the Foreign Ministry in Vienna, in the United Nations and international organizations department. In 1984 he came to the Embassy in Sofia (Bulgaria) , where he acted as Chargé d'affaires ad interim from December 1987 to July 1988 (between August Tarter and Manfred Kiepach ). That year he moved to the Permanent Mission of Austria to the United Nations in Geneva (Switzerland) , where he was Deputy Head of Mission for Ferdinand Mayrhofer-Grünbühel from September 1992 to October 1993 . He then took over the management of the international environmental law department in the international law office of the Foreign Ministry in Vienna. In 1995 he became chairman of the working group rules of procedure of the Alpine Convention in Vienna and Ljubljana (IV. Alpine Conference in Brdo 1996). In 1997 he became chairman of the legal work group of the Basel Convention in Geneva, an international agreement on the control of hazardous waste and its disposal.
August 1997, Baier was appointed ambassador in Addis Abbeba for the Federal Democratic Republic of Ethiopia . In June 2001 he took over the chairmanship of the working group on human rights of the donor community, which are the European development cooperation partners of the African Union (AU), in Addis Abbeba there is a coordination office for Austrian development cooperation (ADC) and the permanent representation to the African Union. In 2001 Baier became ambassador in Algiers for the People's Democratic Republic of Algeria , where the civil war of the 1990s was just coming to an end. In 2006 he returned to the office and became head of the Multilateral International Law Division in the International Law Office. In 2010 he was chairman of the Legal Drafting Group of the Task Force for International Cooperation in Holocaust Education, Remembrance and Research (ITF, now IHRA) with headquarters in Berlin. In November 2011, Baier became ambassador for the Republic of Macedonia in Skopje , where he was involved in accompanying the accession negotiations . The Austrian Library Bitola was reopened during his time (2012). He left this post in September 2015.
