The Tibetan Youth Congress (TYC) is an international non-governmental organization that advocates full independence for Tibet . The TYC was founded in Dharmshala in 1970 in the presence of the 14th Dalai Lama and has around 30,000 exiled Tibetan members belonging to 81 regional groups in India, Nepal, Bhutan, Norway, Canada, France, Japan, Taiwan, Australia and the USA. The Swiss association Tibetan Youth in Europe is also part of the Tibetan Youth Congress, and Tsewang Rigzin is the President of the TYC .

The Chinese government designated the TYC u. a. in the wake of the Tibetan riots in 2008 as a terrorist organization . According to the statute of the organization, the members of the TYC are obliged to fight for the complete independence of Tibet at the risk of their lives. Tsewang Rigzin, the chairman of the organization, did not rule out the possibility of suicide attacks in the future in an interview with the Corriere della Sera .

The TYC rejected the terrorism allegations.
