He completed the subsequent legal clerkship in 2000 with the second state examination in law. He was a lecturer at the University of Applied Sciences for Business and Technology in Vechta as well as co-founder and managing partner of a consulting company.

In 2006 Bartels won the election as full-time mayor of the municipality of Wedemark . On May 28, 2013, the SPD presented Hameln-Pyrmont Bartels as a candidate for the district election on September 22, 2013. The district election was brought forward because the elected district administrator Rüdiger Butte had been shot dead by a citizen in his office on April 26, 2013. In the runoff election on October 6, 2013 Bartels won against his challenger Uwe Schünemann with 59.84% of the vote.

Tjark Bartels is known nationwide as the initiator and spokesman for a collaboration between 20 districts, through which the direct current high-voltage line Südlink was originally supposed to run. Under the “Hamelin Declaration” , the districts acknowledged the necessity of such a route, but criticized the plans of the network operator TenneT and called for an underground cable to be laid . In February 2015, the Federal Network Agency instructed TenneT to revise the plans and largely met the requirements of the districts. In the coalition committee, the leaders of the governing parties agreed, among other points, on priority for underground cables on the south link and other direct current routes.

Bartels supported plans in the municipality Emmerthal on the former site of the Empire harvest festivals to documentation and learning Bückeberg set. This was finally decided by the district council of Hameln-Pyrmont in March 2018. Since a fundamental criticism of the project on the slope of the Bückeberg had been solidified by the local population and local politics since 2009 , it helped to achieve a compromise concluded at the end of 2018.

In 2019 Bartels got into the media in connection with the Lügde abuse case , for which he admitted his authority's mistakes. The youth welfare office of the district of Hameln-Pyrmont had transferred the care of a child to the later main suspect in the case, although within five months there had been three independent indications of his possible pedophilia.

In October 2019, after several months of illness, the Lower Saxony Ministry of the Interior and Sport initiated proceedings for his retirement due to incapacity . In a public video message, he gave information about the reasons for his departure. This triggered a debate about manners in politics, media and social networks, in which politicians from other parties took part in addition to Lower Saxony's Prime Minister Stephan Weil . On October 28, 2019, the Lower Saxony Ministry of the Interior put Bartels into retirement.

Bartels is married and has three children. He lives in the Bissendorf district .
