Promote tolerance - strengthen competence
Promoting Tolerance - Strengthening Competence (TFKS) is a program of the Federal Ministry for Family, Seniors, Women and Youth , with the aim of promoting "civil engagement, democratic behavior and the commitment to diversity and tolerance". On January 1, 2011, it replaced the previous programs of the German federal government VIELFALT TUT GUT. Youth for diversity, tolerance and democracy and competent for democracy - advisory networks against right-wing extremism . A total of 24 million euros were available annually up to 2014. The program ended on December 31, 2014 and was replaced by the Living Democracy program on January 1, 2015 .

Local action plans
At the beginning of 2014, Local Action Plans (LAP) existed in 172 districts or municipalities . 90 LAP have already been funded by the previous program “Diversity is good”. The others were newly initiated between 2010 and 2014. The aim of these action plans is to develop a regional “strategy for tolerance and diversity, for democratic action and against right-wing extremist, xenophobic and anti-Semitic tendencies”.
A committee (monitoring committee) made up of representatives from regional civil society and politics decides on the distribution of the funds. The local action plans are accompanied by full-time employees and superordinate project coordinators who are supposed to ensure networking and the implementation of the LAP's goals.
Model projects
Model projects are initiatives that develop innovative methods and ideas for “dealing with right-wing extremism , xenophobia and anti-Semitism”.
A total of 51 projects in Germany are supported in this context, which were selected by a committee of experts. These model projects can call for an average of 100,000 euros. However, this is not full financing. A co-financing of at least 50 percent is a prerequisite for receiving funding. This step is justified with the strengthening of sustainability . This co-financing, which can include considerable sums, is provided by the federal states , for example .
Advisory networks
Advisory networks exist in all federal states. The core of the advisory networks is a "state coordination office". Knowledge about local organizations and initiatives is gathered here. If problems with a right-wing extremist background arise, those affected and opposing forces can contact this coordination office and request help.
“Mobile advisory teams” are available for this work, which are requested as required and supported by various organizations and initiatives. In addition to providing the advisory service, the federal funds also finance the qualification of the people who offer the advisory service. Final documentation is part of the funding guidelines. The funding guidelines were amended at the beginning of 2014.
Advisory networks at state level receive support of up to € 250,000 per year.
criticism
Federal Minister Kristina Schröder introduced a written declaration of consent for the federal funds from the funding program “Promote tolerance - strengthen competence”. With this, applicants must sign that they are committed to the Freedom and Democratic Order (FDGO) and that they ensure that the cooperation partners do the same. The criticism of the extremism clause sparked both the underlying understanding of extremism , the mistrust that each applicant was met and the difficulty of examining all cooperation partners in terms of their relationship to the FDGO. Legal disputes followed, which led to a change in the wording. Schröder's successor as Federal Family Minister Manuela Schwesig abolished the extremism clause in 2014.
In addition to the fight against right-wing extremism, the federal program also set new priorities for fighting left-wing extremism and Islamic extremism .
