Tomé Diogo

Tomé Diogo (born May 5, 1952 in Dili ) was Sergeant of the Indonesian Armed Forces TNI . He is held responsible for various human rights violations in 1999, at the end of the East Timor occupation by Indonesia . Some data refer to him as an intelligence officer of the military command in the East Timorese district of Liquiçá . Diogo himself is of East Timorese origin.

Diogo is considered to be one of the main people responsible for the murders and rapes in the context of the independence referendum in East Timor of 1999 in the places Bazartete and Buku Mera , as well as other surrounding places in the Liquiçá district. Whether he was also present at the church massacre in Liquiçá is controversial. Investigations by the UNTAET Crime Scene Detachment from 2000 suggest this, and in the East Timorese indictment Diogo is also accused of shooting into the church himself and later helping to remove the corpses ( Case 21/2001 clauses 112-113, 119- 120 ). Diogo is also charged with participating in the murder of five independence activists and the disappearance of another (clauses 132-136, 141-146), as well as participating in the attack on Manuel Carrascalão's house ( Case 2/2002 ).

Diogo's usual practice was allegedly to arrest the strongest man in a village and to torture him in public. Diogo rarely wore a uniform, but TNI soldiers were almost always present and would have intervened in the event of resistance. Members of the Besi Merah Putih militia were also often there . Former militiamen claim that Diogo gave them orders and orders. According to the indictment ( Case 21/2001 clause 51 ), Diogo was responsible in April 1999 for extending the scope of action of the Besi Merah Putih of Maubara to the entire Liquiçá district. Membership in the pro-Indonesian militia in addition to his service in the Indonesian army has not been proven.

In December 2002 Diogo allegedly instigated some militias to carry out raids on East Timorese territory from Atambua ( West Timor ), Indonesia . The militia officers, armed with automatic weapons, murdered seven former leaders of the East Timorese resistance in Tiarlelo and Laubono , near Atsabe , on January 4, 2003 .
