The Herrentunnel is a toll road tunnel that crosses under the Trave on the Travemünder Landstrasse ( B 75 / B 104 ) between Lübeck and Travemünde .

history

The 866 meter long tunnel with two tubes for two lanes each was opened on August 26, 2005 and replaced the Herrenbrücke bridge from 1964, which was in need of renovation and was demolished in 2006.

After the Warnow tunnel in Rostock , with much higher fees, this is the second generally toll road transport project in Germany. As with the Warnow Tunnel, the construction and operation of the Herrentunnel takes place within the framework of a public-private partnership between the city of Lübeck and the shareholders Hochtief Solutions via its subsidiary Hochtief PPP Solutions and Bilfinger Project Investments. The city of Lübeck is responsible for the road construction work. The total costs amounted to 176 million euros, of which the Federal Republic of Germany contributed 77 million euros as start-up financing. A toll of DM 1 for frequent car drivers was originally approved for financing.

The toll booth is on the southern Lübeck side of the tunnel. In contrast to the earlier bridge, the tunnel is not open to cyclists, moped drivers, pedestrians and riders. Cyclists, moped drivers and pedestrians are transported with the shuttle bus, which requires a certain waiting time but is free for the user. The buses run from 5 a.m. to 9 p.m. according to a timetable that had a 15-minute cycle in winter 2007/2008. Outside these times there was an on-call service. For the concession period of 30 years, the operating company expects costs of around 30 million euros for the bus shuttle. Due to these costs, consideration is being given to converting a tunnel lane to replace the shuttle traffic and to use a combined cycle and footpath through the tunnel. However, the 6 percent incline or decline is not easy to cope with for all participants, such as older cyclists and wheelchair users. In addition, it must be ensured that the cycle path is severely separated from the road in order to avoid collisions with the rest of the traffic; on the other hand, the escape routes for motorists and cyclists must not be blocked.

The user numbers specified in the planning phase have not materialized. The number of users initially estimated at 45,000 vehicles per day was corrected to 37,000 when the contract was signed in 1999. In the first months after the approval between August and December 2005 there were an average of only 21,000 toll payers per day, because numerous drivers took the 5-kilometer detour via the nearby A 226 despite higher operating costs . Because the expected number of toll payers did not use the tunnel in 2006 either, the toll for one-time use was increased from 0.90 euros to 1.10 euros for a single journey with cash payment on October 1, 2006. On January 1, 2008, the toll was increased again. The passage for larger cars, such as the so-called vans , is 2.30 euros.

Traffic through the tunnel has been significantly relieved by the opening of the Eric Warburg Bridge as part of the Lübeck north bypass.

The road user is informed of the obligation to pay by a toll sign. He will only find out the exact tariffs on the price notice at the paying office, which is on the south bank of the Trave for both directions and where it is not possible to turn around.

At the beginning of 2008, the transit cost 1.20 euros for cars and motorcycles paying cash . In addition, there are special tariffs for participating in the automatic fee collection using the so-called Quick Box and a special tariff for commuters and frequent drivers. With this tariff, a passage cost 0.60 euros. Use of the Herrentunnel has cost 1.50 euros for a car since March 1, 2013, with the Quick-Box it was 1.20 euros. The operator pointed out that the prices were still below the contractually agreed level. It is also the first increase in three years.

With reference to the increased operating costs, the prices were increased again on May 1, 2016. All vehicles and billing types were affected. Since March 1, 2019, the fee for cars without a Quick-Box has been 1.90 euros per passage.

Legal background

The public-private partnership model known as the F-model is made possible by the Highway Construction Private Financing Act. In accordance with Section 2, private individuals are lent which gives them the right to collect tolls. This type of privatization can be qualified as a service concession. The legal basis of the toll for the Herrentunnel is in the regulation on the amount of the toll for the use of the Herrentunnel.
