Ulrich R. Haltern (* 1967 ) is a German legal scholar .

Life

From 1987, Haltern studied law at the Universities of Bochum and Geneva . In 1993, he passed his first state examination in law in Bochum and subsequently worked as a research assistant for Knut Ipsen until 1994 . He then completed an LL.M. degree at Yale Law School , which he completed in 1995 with the title Master of Laws . He then worked until 1996 as a research assistant for Joseph HH Weiler at Harvard Law School . Then Haltern returned to Germany and completed his legal clerkship at the Hamm Higher Regional Court , which he completed in 1998 with the second state examination in law. In the same year he received his doctorate from the University of Bochum. iur. In 1999 he worked as a visiting lecturer at Yale Law School and as a visiting assistant professor at the University of Michigan Law School . From 2000 to 2003 he worked as a research assistant to Dieter Grimm at the Humboldt University in Berlin . Haltern completed his habilitation there in 2003 and received the venia legendi for the subjects of public law, international law, European law, comparative law and legal philosophy.

From 2003 to 2004, Haltern held a chair at the University of St. Gallen . From 2004 to 2013 he held the chair for public law, European law and legal philosophy at the University of Hanover . In 2013 he moved to the University of Freiburg im Breisgau , where he held the Chair of German and Foreign Public Law, European and International Law and Director of Department I: European and International Law of the Institute for Public Law until 2019. In addition, Haltern acted several times as an expert for the television broadcaster Phoenix on decisions of the Federal Constitutional Court , including the decisions on the OMT , the ESM and CETA .

Since 2019, Haltern has held the Chair for Public Law, European Law and Legal Philosophy at the Ludwig Maximilians University in Munich and Director of the Munich Center for Law and the Humanities.
