From 1982 to 1989 he worked in various functions in the Hamburg administration, including as office manager of the Interior Senator and advisor for the Federal Council and the Minister President's Conference in the Senate Chancellery. In 1989, Lorenz moved to the State Chancellery from Schleswig-Holstein to Kiel in the same position , where he later became head of the division and acting department head.
