União de Freguesias the Silveiros e Rio Covo (Santa Eulalia) , short Silveiros e Rio Covo (Santa Eulalia) is a municipality ( freguesia ) in the district of Barcelos in the north of Portugal .

The municipality has 2,151 inhabitants on an area of ​​8.23 ​​km² (as of 2011 figures).

The municipality was created in the course of the regional reform in Portugal on September 29, 2013 by merging the two previous municipalities Silveiros and Santa Eulália de Rio Covo . Silveiros became the seat of the municipality.
