The United States Marine Corps Forces Europe and Africa ( MARFOREUR / AF ) is a component command of the US European Command (EUCOM) and the US Africa Command (AFRICOM), which leads all units of the US Marine Corps in its regional areas of responsibility. It is stationed in the tank barracks in Boeblingen in Germany . Major General Russell A. Sanborn is in command of MARFOREUR / AF .
history
In February 1980, the troop presence of both branches of the armed forces in Europe was reorganized in a memorandum between the Commandant of the Marine Corps and the Chief of Naval Operations . Until then, the US Marine Corps (USMC) had a supporting role within the US Naval Forces Europe component command . With the entry into force of this agreement on July 1, 1980, the headquarters, Fleet Marine Force Europe , an independent 40-man staff of the USMC, was set up as a so-called designated component command with headquarters in London , to act as a management body for others, only in a crisis situation EUCOM assumed to act as associations of the Marines. This staff immediately began to work out operational plans for optimal replenishment and deployment when necessary.
By 1989, the permanent staff of the Marines in Europe had grown to 180 men at 45 different locations in 19 countries. These supported NATO units, worked in EUCOM units, in network commands and advised national command centers. These personnel worked in various functions, such as military attachés and military observers at the United Nations at the diplomatic level or as liaison officers and also instructors in military exchange programs.
In the first decade of its existence, Headquarters, Fleet Marine Force Europe was responsible for the USMC portion of Operations Provide Comfort , Just Cause , Provide Promise and Deny Flight as well as for relocating USMC contingents for Operations Desert Storm and Restore Hope of the US Central Command .
In order to be able to better fulfill the increased tasks, the location was relocated from London to Böblingen near Stuttgart , which was completed on November 8, 1993. In February 1994 the command was renamed Marine Forces Europe (MARFOREUR) .
In recent years, MARFOREUR has developed possible applications in various operations and maneuvers and worked them out in crisis response plans for the commander of EUCOM . After carrying out a number of operations in the Balkans and participating in the Kosovo War in 1999, the command reached full personnel and from then on was not a designated, but a full component command alongside the other four of EUCOM .
Until the establishment of the US Africa Command in 2007, MARFOREUR was responsible for the evacuation of civilians on the African continent. Today it is instrumental in improving military cooperation and promoting alliances with the successor states of the former Soviet Union .
In response to the 9/11 attacks , the command is fully involved in the so-called war on terror .

As a component command, MARFOREUR / AF leads all units of the US Marine Corps in the regional area of responsibility of EUCOM and AFRICOM . It advises the commander of EUCOM and AFRICOM on the optimal deployment of the armed forces, ensures their operational readiness and training, and is responsible for their operational planning and troop command during deployment.

The MARFOREUR / AF currently has a staff strength of more than 1,500 Marines, of which about 100 in the headquarters in Böblingen serve. Commanding general is currently Maj. Gen. Patrick J. Hermesmann.
