Victoria Constanța was founded in 1913. Until the founding of Divizia B in 1934, the club never reached the final round of the Romanian football championship via the regional championship. In the league to Victoria skilled in the season 1935/36 of the season I as the winner of the promotion round to move up to the Divizia A . There the club was left behind in fourth place. In the 1936/37 season, Victoria missed promotion to fifth place by one point.
