Volker Plagemann

Volker Plagemann (born November 8, 1938 in Hamburg ; † May 10, 2012 in Bremen ) was a German art historian , cultural politician and publicist .

Live and act

After studying architecture, music and art studies, Plagemann received his doctorate in 1966 at the University of Hamburg on the history of German art museums. He completed his habilitation in 1973 at RWTH Aachen University and in 1975 at the University of Hamburg on monuments and fountains in Hamburg in the 19th century. From 1973 to 1980 he headed the Bremen cultural authority as Senate Councilor and from 1980 to 2003 as Senate Director of the Hamburg cultural authority. At the same time, Plagemann has taught as a private lecturer since 1975, and as honorary professor for art history at the University of Hamburg from 2001 to 2003. Plagemann was a member of the culture committee of the Conference of Ministers of Education for 30 years and a member of the culture committee of the German Association of Cities for 20 years (13 years as its chairman).

As a cultural politician, Plagemann stood up for the municipal promotion of culture in German cities. In Hamburg, in addition to theater, music and district culture, he campaigned for Hamburg film funding and for the establishment of working grants for visual artists. Plagemann stood out with numerous publications and lectures on museum history, the history of monuments, art in public spaces and Hamburg art history from the Middle Ages to the present.

His organizational implementation of the Bremen model of art in public space and its design in practice in the Hanseatic cities of Bremen and Hamburg were of particular importance . The Bremen citizenship had decided in 1973 (before Plagemann took office) to fundamentally change the rules for art in buildings that had been in force since 1952 for buildings in the Hanseatic city and to set up a separate budget for “art in public space” without any direct link to the individual buildings; at the same time the responsibility was shifted from the building senator to the senator for culture. From the beginning (1974) onwards, an independent art commission, which also consisted of supraregional art experts, and - in the case of competitions - an independent jury had to decide on the locations and the individual measures.

After Plagemann moved to Hamburg, such a model replaced the art in building regulations for building projects in the Free and Hanseatic City there in 1981 . Conceptual ties, for example in relation to the function of the work of art, location or project volume, were largely eliminated. Artists could now also be given influence on the installation site, which was particularly beneficial for site-specific art.

Plagemann lived and worked in Bremen until his death .
