Waldir Maranhão Cardoso (born August 4, 1955 in São Luís , Maranhão ) is a Brazilian veterinarian and politician of the Partido Progressista (PP). He was rector of the Universidade Estadual do Maranhão before he was elected to the Chamber of Deputies of the National Congress in 2006 in his home country .

From February 1, 2015 to February 2, 2017, he was Vice-President of the Chamber of Deputies and served as interim President of the Chamber between May 5 and July 14, 2016 after Eduardo Cunha's impeachment .

Life

Waldir Maranhão Cardoso, the son of João Batista Cardoso and Diogenes Maranhão Cardoso, attended the Liceu Maranhense in São Luís until 1974 and began studying veterinary medicine in 1979, which he graduated from the Universidade Federal de Minas with a specialization in pathology in 1985 Gerais (UFMG) in Belo Horizonte .

From 1991 to 1993 he was Vice Rector of the Universidade Estadual do Maranhão (UEMA) in São Luís and its Rector in 1994 and from 2003 to 2006.

Political career and change of party

From 1985 to 1986 he belonged to the Partido Democrático Trabalhista (PDT), changed to the Partido Socialista Brasileiro (PSB) from 1986 to 1988, then from 1988 to 2005 to the Partido Trabalhista Brasileiro (PTB) and again from 2005 to 2007 to the PSB. For this he achieved his first mandate from 2007 to 2011 for the 53rd legislative period in the 2006 elections in Brazil as one of the three federal representatives of his home state Maranhão with 64,286 votes (2.23%) . For his second mandate from 2011 to 2015 in the 54th legislative period, he switched to the Partido Progressista (PP), the progressive party, early on and received 106,646 votes (3.5%) in the 2010 elections. With the PP he also won the mandate for the 55th legislative period from 2015 to 2019 with 66,274 votes (2.16%) in the 2014 elections .

In the 2008 local elections, he ran for the post of mayor of the city of São Luís in Maranhão, but ended up in 9th place with 2,644 votes received (0.5%).

Government crisis in 2016

On April 17, 2016, Waldir Maranhão voted against the opening of an impeachment procedure for President Dilma Rousseff ( impeachment de Dilma Rousseff ) in the House of Representatives , which was decided with 367 votes against 137 against.

After Parliament's President Eduardo Cunha had been withdrawn from the Supreme Court on May 5, 2016, Maranhão served temporarily as President until July 14, 2016 and on May 9, 2016, annulled the Chamber's decision on Rousseff's impeachment proceedings because, in his opinion, it was flawed and Cunha would have initiated the procedure only to distract attention from the scandals to his own person, which Maranhão brought however the accusation of purely political influence and legally untenable decision. The President of the Bundessenat , Renan Calheiros , announced against Maranhão's decision that the upcoming vote in the Senate would be maintained, so that Maranhão withdrew the cancellation that evening and announced on May 10 that he would not make any further attempts in this regard. This cleared the way for the vote in the Senate on May 12, 2016 and the subsequent suspension of President Rousseff for the next 180 days.

His actions on May 9, 2016 led to an immediate petition from members of the opposition parties Democratas (DEM), Partido Social Democrático (PSD) and Partido Popular Socialista (PPS) to the Presidium of the Chamber of Deputies, which, after deliberations, passed the Maranhão case to the Ethics Council the Chamber, which Conselho de Ética e Decoro Parlamentar da Câmara dos Deputados do Brasil (Council for Ethics and Parliamentary Decency) should give. In addition, he was threatened with expulsion from the Partido Progressista (PP).

Controversy

Waldir Maranhão is the target of three investigations by the Supreme Court, the Supremo Tribunal Federal (STF).

In 2013 his name was mentioned during the Operação Miqueias and on the occasion of Operation Lava Jato .

The press referred to him as a “ghost professor” (“professor fantasma”) after it became known that after taking up his post as a federal member of parliament in 2007, he had tacitly received a salary of around R $ 16,000 per month as a university member from the Universidade Estadual do Maranhão, although he was aware of the illegality. This was only announced after a financial revision of UEMA by the new rector of the university in 2016.
