The third Universal Postal Congress took place in Lisbon (Portugal) in 1885 .

At this congress, the Universal Postal Treaty of 1874 was supplemented by the introduction of a series of traffic facilitation measures and the approval of express delivery for letters. The Universal Postal Congress in 1885 expanded the postal package traffic and allowed telegraphic transfers in the postal order service. In addition, a new subsidiary agreement was concluded on the mail order service .
