The 13th Universal Postal Congress took place from May 14th to July 12th 1952 in Brussels . The agreements concluded by the Universal Postal Union came into force on July 1, 1953. Among other things, it was decided that after the contracts concluded at this congress came into force, the German language will be permitted again as the language of publication in the official organ of the Universal Postal Union, the Union Postale magazine, which is published in Bern . These contracts and the associated regulations, according to the provisions of which the entire international postal service is carried out, are summarized in a new edition of the Universal Postal Manual. Universal postal contract, insured letter and value box agreements, postal parcel agreements, postal transfer agreements and additional agreements on the handling of the papers made payable at the postal check offices by postal transfer, postal order and postal travel check agreements, cash on delivery agreements, postal order agreements and postal newspaper agreements.
