The 15th Universal Postal Congress was originally supposed to take place in Rio de Janeiro in 1962 , but that never happened. Even India , which has been requested, the Universal Postal Congress perform refrained. As a result, Vienna was found as a congress location for the second time after 1891. General Director for the Post and Telegraph Administration of Austria, Dr. Benno Schaginger , was President of the XV. Universal Postal Congress 1964 in Vienna, which met in the Hofburg .

At the congress, the “week of the written letter” was set to begin on Sunday, which is the beginning of the week that is October 9th .
