Originally the 24th Universal Postal Congress was to take place from August 13th to September 3rd, 2008 in the capital of Kenya , Nairobi . Due to the unrest in Kenya in 2007/2008 , the Board of Directors of the UPU decided on February 8, 2008 to move the Congress to Geneva , Switzerland. It took place from July 23 to August 12, 2008 at the International Congress Center in Geneva . 1500 delegates from 191 member states took part. The resolution adopted by the Board recommended that the Kenya Congress be chaired and the UPU Board of Directors chaired from 2009 to 2012. It was also recommended that Nairobi be used for the 2010 UPU strategy conference.
Kenya took over the management and chairmanship of the administrative board for the period 2009–2012. Ambassador Bishar A. Hussein , former Postmaster General of Kenya Post and former Kenyan Ambassador to the United Arab Emirates , has been named Chairman of the Congress.
“The Congress offers government agencies, political decision-makers, representatives of regulatory authorities, postal operators and other important stakeholders [note for example: customer organizations] a forum to talk about realigning Swiss Post and increasing its competitiveness in today's rapidly changing environment. "
On July 23, 2008, Kenya's Vice Premier, Musalia Mudavadi , opened the 24th Universal Postal Congress.
