Universal Postal Congress

The Universal Postal Congress is the supreme authority of the Universal Postal Union . Representatives of the countries belonging to the Universal Postal Union take part in the congress and meet at certain time intervals "to review or complete the Universal Postal Union treaties". The first Universal Postal Congress took place in Bern in 1874 .

Universal Postal Congresses have taken place every four years since the 23rd Congress in Bucharest in 2004 and are to take place after the agreements concluded at the previous Congress come into force. Before that, the cycle from 1947 to 2004, with one exception, was one year longer. Originally, a period of three years after the contracts came into force was planned in the early years, but this could never be met. The longest period of 14 years is due to the First World War .

Each participating country can be represented by one or more authorized representatives at the Universal Postal Congress. It is also permissible for a country to be represented by a delegation from another country; however, a delegation may not represent more than two countries in total. Each country has one vote in the deliberations. In the time when there were still colonies , the Universal Postal Treaty determined whether the colony had its own vote, for example before 1927 the Netherlands and Portugal had two colonial votes each. The Director of the International Office of the Universal Postal Union takes part in the negotiations of the Congresses in an advisory capacity. In addition, each congress determines the rules of procedure for its work and deliberations, and each congress also determines the following venue. The government of the country in which the Congress is to take place convenes it after consultation with the International Bureau of the Universal Postal Union. After the congress has ended, this government is also responsible for announcing the resolutions to all governments and association countries.

Extraordinary Universal Postal Congress

Extraordinary universal postal congresses shall meet upon agreement with the International Office of the Universal Postal Union if a request to this effect is made or approved by at least two thirds of the countries of the association. The same applies to the negotiations of the extraordinary universal postal congresses as to those of the regular congresses. To examine administrative matters, Universal Postal Conferences can also meet at the request of two thirds of the association administrations, which are also convened after agreement with the International Office of the Universal Postal Union. If a Universal Postal Congress or Universal Postal Conference sets up committees to examine one or more specific questions, these will be convened by the International Bureau after consultation with the administration of the country in which the committees are to meet.

An extraordinary Universal Postal Congress took place in Bern in 1900 to celebrate the 25th anniversary of the Universal Postal Union.

The second extraordinary Universal Postal Congress took place in Addis Ababa in 2018 .

The third Extraordinary Universal Postal Congress will take place in Geneva from September 24 to 26, 2019.

Universal Postal Conferences have:

Committees, commissions and meetings

Committees and commissions are from the Universal Postal Congress in Madrid 1920 to examine the question of a reform of the Universal Postal Union treaties (7 members). There were conferences in Zermatt in 1921 and Nice in 1922; been used. Before 1927, sub-committees had met in Frankfurt am Main and Paris.
