The 23rd Universal Postal Congress was originally supposed to take place in Abidjan ( Ivory Coast ). In October 2002 the organization of the congress refrained from further planning the congress due to political uncertainties ( civil war in the Ivory Coast ). The Romanian government then offered to host the congress and was awarded the contract in February 2003.

The 23rd Universal Postal Congress took place from September 15 to October 5, 2004 in the International Conference Center inside the Parliament Palace in Bucharest ( Romania ). 189 UPU member countries took part. The President and General Director / Chairman of the Board of Directors of the Romanian Post ( Poșta Română ), Gabriel Mateescu, took over the presidency of the Congress. Romania was one of the founding members of the Universal Postal Union in 1874.

A traditional Swiss Post symbol was chosen as the logo: a dove with a letter in its beak. In a drawing freely adapted from Picasso, the dove appears in a circle that is supposed to represent the globe. A colored stripe in blue, yellow, red, the colors of the Romanian flag and the motto “23. Universal Postal Conference 2004, Bucharest, Romania ”complete the overall picture. As host of the congress, the Romanian Post took over the chairmanship of the UPU administrative board after the congress.

One of the resolutions was to reduce the time between the upcoming congresses from five to four years. Upon a proposal, the inclusion of fruit flies in the list of animal species that may be sent by post was added, as was already the case for bees, leeches and silkworms.

On October 1, 2004, the election for the next congress took place. Kenya with Nairobi and the United Arab Emirates applied, with 57% Nairobi prevailed.
