Who Owns the City - Citizens in Motion is a documentary about the citizen participation processes on the Helios fallow in Cologne - Ehrenfeld . He traces the conflicts and debates surrounding the redevelopment of the property and, in addition to the investor, Paul Bauwens-Adenauer , the district mayor Josef Wirges and the city administration, especially residents and representatives of the BI Helios citizens' initiative have their say. The Kölsch rocker Peter Brings also has a guest appearance.

Based on the original plans for the construction of a shopping mall on the Helios site in Cologne-Ehrenfeld, the film shows the formation of a protest movement that is developing alternative proposals for using the site, as a park, for living or for creative and cultural uses. As part of a public participation , the original investor planning and the new suggestions made by the citizens are discussed. When the city finally proposes the establishment of an inclusion school on the site, everyone involved is surprised. The final decision for the site is left open in the film.

The film was funded by the Film- und Medienstiftung NRW and was shown in 2014 at the Duisburger Filmwoche and the Festival International de Programmes Audiovisuels  in Biarritz (in French translation). The film opened in cinemas across Germany on February 19, 2015.
