Founded in 1991, the Film- und Medienstiftung NRW GmbH (formerly the Filmstiftung Nordrhein-Westfalen ) is one of the most important funding agencies in Germany and Europe with an average annual funding volume of around 40 million euros (self-reported). The film foundation is based in Düsseldorf and is responsible for the cultural and economic promotion of the film and media industry in North Rhine-Westphalia . In addition to the state and WDR, the shareholders in North Rhine-Westphalia also include ZDF and RTL.

In 1991, Prime Minister Johannes Rau and WDR director Friedrich Nowottny initiated the regional film funding as a founding partner in the form of a GmbH . The declared goal was to make North Rhine-Westphalia (NRW) an important film region in Europe. The Düsseldorf model was later followed by further regional funding in Germany and Europe.

In 2003, the funding activities of the North Rhine-Westphalia Film Office were integrated into the Film- und Medienstiftung NRW (see Production 2 ).

On June 19, 2011, the organization announced the change of name from Filmstiftung Nordrhein-Westfalen to Film- und Medienstiftung NRW . The reason given was that the company would “in the future also focus on location marketing and promoting innovative media content in addition to traditional film funding” . At the same time, the Film- und Medienstiftung NRW also took on the tasks of Mediencluster NRW GmbH , which was previously responsible for new media .

Managing directors

After Dieter Kosslick, who worked as managing director until 2001, was appointed festival director of the Berlinale , Michael Schmid-Ospach took over the management of the Film- und Medienstiftung NRW from 2001 until the end of March 2010. From April to August 2010, the authorized signatory Claudia Droste-Deselaers temporarily headed the business of the Film- und Medienstiftung NRW. She was followed on September 1, 2010 by Petra Müller , former managing director of Medienboard Berlin-Brandenburg .

Grants

Since it was founded in 1991, the Film- und Medienstiftung NRW has funded 2,438 projects with 718 million euros (as of January 2019). A total of 8,774 projects were funded with 856 million euros. The annual budget averages 35 million euros.

As early as 1992, the Film Foundation was the comedy Schtonk by Helmut Dietl scored a success that a Oscar was crowned nomination. So far there have been nine nominations by the Academy .

Games / interactive content

In addition to its previous funding programs, the Film- und Medienstiftung NRW is promoting the development and production of computer and video games and interactive content from the areas of VR / AR, web and mobile within the framework of its guideline “Digital Games and Interactive Content”.

Substance development

On November 1, 2006, the organization introduced the promotion of material development as a new funding instrument. Production companies can here z. B. work on finished scripts.

Preparatory funding

This instrument is intended to support producers who are heading towards the first day of shooting with a finished script.

Production 1

Production preparation as well as post-production, the production of full-length feature films, short films, millions in productions and low-budget projects are funded. The decisions are made here by a committee consisting of the managing director, representatives of the state of North Rhine-Westphalia and the shareholders (WDR, ZDF, RTL). The funding is linked to the requirement to spend 150% of the funding amount in NRW. The funding is granted as a conditionally repayable loan.

Production 2

The decisions about funding are made here by changing, independent film expert committees named by the North Rhine-Westphalia Film Office . The focus of funding is on smaller or low-budget projects that do not target the market from the outset. Here, graduation films from the film schools in North Rhine-Westphalia can also be funded.

Distribution funding

In the distribution funding, the playing of films is promoted, which can include theatrical distribution as well as festivals and film series. Analogous to Production 1 and Production 2, there are two types of committees / content orientations for funding.

Cinema funding

The cinema funding deals on the one hand with new construction and renovation measures, on the other hand with the program offered. Since small cinemas with extravagant repertoire cannot compete economically with multiplexes, they are subsidized by the state.

Talented radio play authors are supported with scholarships or production funding.

Gerd Ruge scholarship

The Gerd Ruge scholarship was first awarded in 2002 and has been advertised once a year since then. The grant of 100,000 euros is intended to enable documentary filmmakers to develop their cinema project. An eight-person jury of experts, chaired by journalist Gerd Ruge, decides on all submitted applications and awards the grant amount accordingly.

Children's films

The Film- und Medienstiftung NRW also pays special attention to children's films. Films such as The Wild Chickens , Laura's Star or The Treasure of the White Falcons were supported.
