Wenzel Norbert Octavian Graf Kinsky (born April 1, 1642 , † January 3, 1719 in Vienna ) was a Bohemian governor and president of the appeal.

Wenzel Norbert Octavian (also: Oktavian ) Graf Kinsky came from the Bohemian noble family Kinsky von Wchinitz and Tettau and was the younger brother of Franz Ulrich Graf Kinsky and grandson of the diplomat Wilhelm Kinsky (* 1574/82, died on February 25, 1634 in Eger, today's Cheb ).

After studying law at Charles University in Prague and doing educational trips, Oktavian Kinsky entered the civil service, in 1688 became President of Appeal and in 1689 Governor of Bohemia, secret and conference council, in 1696 Chief Judge and in 1701 Chief Chamberlain and Imperial Commissar in the Bohemian Parliament. From 1705 to 1711 he was Bohemian High Chancellor in Vienna under Emperor Joseph I. He promoted the upswing of the glass industry on his manorial estate in Bürgstein and in 1669 issued statutes for the glass painters and glass cutters in Kreibitz and 1694 in Steinschönau.

Count Kinsky was married twice, in the first marriage to Anna Franziska Countess Martinic and in the second marriage to Maria Anna Theresia Countess Nesselrode . The two marriages produced 16 children. Among these the sons:

  • Franz Ferdinand (1678–1741), Bohemian High Chancellor, founder of the still flourishing counts of the Kinsky family
  • Stephan Wilhelm (1679–1749), 1st Prince (1746 Bohemian and 1747 Imperial Prince); his only son Franz-Joseph (1726–1748) died without a male heir.
  • Philipp Joseph (born May 1 (November 28) 1700, died January 12, 1749), Bohemian High Chancellor, advisor to Empress Maria Theresa . Through his son Franz de Paula (1726–1792), who was prince in 1752, he was the founder of the still flourishing princely line of the Kinsky family.
