The Whitewater River (analogously: "white water river") is a tributary of the upper Mississippi River in Minnesota . It flows into Winona County across from Buffalo , Wisconsin . It drains a region known as the " Driftless Area of Minnesota ". Cities on its course are Altura , Saint Charles and Elba . The area forms semi-forested areas, the good condition of which is obviously dependent on forest fires .

The North Fork Whitewater River flows through Wabasha , Olmsted and Winona Counties, with a "canalized length of 47 km".

The state maintains Whitewater State Park , which is located on the upper reaches of the main arm, on the middle arm, and on Trout Run Creek .

During the flood in the American Midwest in 2007 , the river exceeded its dikes and on August 18, 2007, flooded the city of Elba .
