Wiktor Melchiorovič Kress ( Russian Виктор Мельхиорович Кресс , scientific transliteration Viktor Mel'chiorovič Kress ; born November 16, 1948 in Vlasovo-Dvorino, Kostroma Oblast ) is a Russian politician of German descent . From October 20, 1991 to March 17, 2012 he was at the head of Tomsk Oblast (first as head of administration, since 1995 as governor) and was thus the longest-serving head of a federal subject in Russia. He was re-elected in 1995, 1999 and 2003. After the abolition of direct elections to governors, he was appointed governor by President Vladimir Putin for another term in 2007. In 2012 his term of office was not extended and he was replaced by Sergei Schwatschkin on March 17, 2012 . From 1995 to 2001 Kress was also a member of the Federation Council .

In November 2010, Kress was awarded the Federal Cross of Merit with a Star. He has also been awarded the Order of Merit for the Fatherland 4th, 3rd and 2nd class.

Kress has been a member of the United Russia party since 2004 . From January 1998 to 1999 and again from 2004 to the end of 2010 he was President of FK Tom Tomsk . He is married and has two children.
