In the NSDAP, Fischer took over tasks as district leader in the Olpe district (October 1932 to July 1940 and December 1940 to April 1943), where he was also a member of the district committee, and as a representative of the NSDAP. From November 1933 until the end of the Nazi regime in spring 1945, Fischer also sat as a member of the National Socialist Reichstag for constituency 18 (South Westphalia) . In addition, in 1933 he was a member of the Westphalian Provincial Parliament and a deputy member of the Provincial Committee.

From July 1940 to December 1940 Wilhelm Fischer was in the Waffen-SS, from October 10, 1940 SS Rottenführer and from November 1, 1940 SS-Unterscharführer. From December 12, 1940 to July 7, 1941, he had work leave due to a heart defect; on November 8, 1941, he was released from work.
