Wilhelm Vigier was born as the son of the court president Urs Vigier into the Solothurn patrician family Vigier (von Steinbrugg), whose liberal -minded relatives had given up the title of nobility "von". Vigier's uncle Wilhelm Vigier (Joseph Wilhelm Viktor Vigier) of the same name was a leading figure in the Solothurn radical liberals . After completing commercial training in Solothurn, Geneva and Brussels , Vigier lived in his hometown. He too joined the so-called “red”, radical-liberal party wing. After the union of the “Reds” and “Grays” to form the “Liberal Association of the Canton of Solothurn” in 1872, Vigier participated with great commitment in its fight against conservative Catholicism .

From 1871 to 1906, Vigier was active in Solothurn city politics with brief interruptions, as a councilor , municipal governor and from 1892 to 1906 as city administrator , he was also a member of the Solothurn cantonal council without interruption for 35 years until shortly before his death in 1908. From 1886 until his death, Vigier was also a member of the Swiss National Council .

Wilhelm Vigier campaigned for the realization of the Solothurn-Münster-Bahn (SMB) for decades and was president of the railway company. The line opened in 1908 shortly after Vigier's death; the then Vice President of the SMB referred to Vigier in his funeral speech as their "creator". Under Vigier's leadership, the city of Solothurn received its first building regulations, and he successfully campaigned for the construction of a city museum, today's Solothurn Art Museum , and the concert hall.

He found his final resting place in the Feldbrunnen-St. Niklaus .
