The Wolfgang Schulenberg Institute for Educational Research and Adult Education (ibe) was founded in 1986 by members of the University of Oldenburg and association representatives from adult education in Lower Saxony in order to create a place of cooperation between adult education and the university. The focus was on the development of an archive and projects on the history of adult education, in particular on the rebuilding / rebuilding of democratic educational institutions after 1945: u. a. Securing oral history sources (interviews with contemporary witnesses), history of the educational association Work and Life Lower Saxony, securing and indexing scientific legacies (e.g. Wolfgang Schulenberg, Willy Strzelewicz , Fritz Borinski ), historical documents from adult education in Lower Saxony. Another project was carried out on the archives of adult and further education in the GDR (together with the Humboldt University of Berlin and the Friedrich Schiller University of Jena) as well as a large source study on the reconstruction of the genesis of plural structures in adult education in Lower Saxony.

Later, the institute dealt more with current issues of adult / further education and took on tasks of scientific support, advice and evaluation, initially on questions of quality assurance and the amendment of the Lower Saxony adult education law or in cooperation projects, together with the work area further education and education management and the Center for lifelong learning at the University of Oldenburg, with the development of part-time courses in academic further education and the development of measures to open up the university to non-traditional students.
